1.01 - INTENTIONS OF THE LEAGUE
The purpose of this League is to have fun and enjoy the sport of Baseball and the game of Strat-O-Matic Baseball with other Strat-O-Matic fanatics! We will also enjoy fair and competitive game playing for thrill of victory and the agony of defeat.
1.02 - REQUIREMENTS
All Members are expected to have the latest Strat-O-Matic computer baseball. All members must have a computer with online access an, E-Mail Address & AOL Instant Messenger is also required. AOL Instant Messenger is a free service that will be used for League communications and most drafts along with E-Mail will be held in an Instant Messenger Chat Room. We will also be using Yahoo Groups for League information and file allocation.
1.03 - MANAGER/GM RESPONSIBILITES
All Members are expected to be honest, courteous and must display good sportsmanship. With this being a Net-Play league we must have good communications with all owners. Managers are expected to play their games via Net-Play or find a replacement manager in an opposite league that would need to be approved by the acting Commissioner or league official.
1.04 - LEAGUE FEES
The TWSL will not collect any fees for participation in the league. Donations however, help keep the League Web site afloat and also help pay for the use of the stratdraft.com Web site for our annual Rookie/Free Agent Draft, held each year around the beginning of March. Donations are always welcome.
1.05 - THE COMMISSIONER
The Commissioner is the moderator of the league. He will be responsible for rule enforcement, maintaining and distributing league files, statistics, and other pertinent league information. He is also responsible for maintaining the integrity of the league. He will remain in power until he resigns or is voted out by a 75% of the owners. The Commissioner may delegate certain responsibilities to other members who volunteer.
1.05.01 - LEAGUE PRESIDENTS
The Commissioner will appoint two League Presidents each season. The League Presidents may be re appointed as many times the Commissioner feel it is in the best interest of the league. The league may choose to uphold the commissioners' decision to appoint someone to league office with a vote of 75%. The Commissioner must also have one of the league presidents as a back up in case of his need to take a leave of absence for an extended amount of time. The backup Commissioner will be able to invoke full power of the Commissioner if the leave of absence is not properly set up or if the leave of absence is extended past the time frame originally stated.

1.07 - RULES CHANGES
Manager's suggestions for the league's constitution, game play rules and other league issues are to be sent the commissioner directly. At the end of the season a vote will take place to allow for updates and changes to the league constitution.
1.07.01 - VOTING ON RULES CHANGES (AFTER THE END OF THE SEASON)
In order to pass a new rule a simple (13 votes) majority is required.1.07.02 - VOTING ON RULES CHANGES (DURING THE SEASON)
In order to change a rule during the season you must get 85% of the majority.1.07.03 - EXECUTIVE RULES CHANGES
The Commissioner can make a rule change he feels it is in the best interest of the League. In the event of the Commissioner’s absence the interim Commissioner may not change a rule unless the Commissioner has given that power to the interim Commissioner.
1.08 - GAME LIMITATIONS
CATEGORY MAXIMUMS IN THE STRAT GAME - Teams per league 30, Divisions 10, Teams per division 14, Sub-leagues 6, Batters per team 35, Pitchers per team 25, Batters eligible for a game 25, Pitchers eligible for a game 15, Minor leaguers per team 35, Total players on team during season 75. Fringe players per team 12.
2.01 - LEAGUE STRUCTURE
The TWSL will be split into two leagues, American and National Leagues. Each league will consist of three divisions that will include four teams in each. There will be inter-league play. The league will be a net-play league with any exceptions to be allowed only with the Commissioners approval. Each league will have five teams make the playoffs. The three division winners will make it and the next two best records. See the rules for Playoff later in the Constitution.
2.02 - SCHEDULE
The schedule of the league will be 162 games. The season will be divided into blocks, which will be between 12-18 days. They will include 12-18 games in each block. Each team will be responsible for playing their scheduled number of games during the particular block.
2.02.01 - SCHEDULE BREAKDOWN (2008 AND BEYOND)
Each team will play 11 home games against each team in their own division. Each team will play 5 home games against each other team in the league. Each team will play 2 home games against each team in the corresponding division from the other league. The inter-league schedule will rotate divisions every year on a three year cycle.2.02.01.01 - YEAR ONE
The American League East division will play the National League East division. The American League Central division will play the National League Central division. The American League West division will play the National League West division.2.02.01.02 - YEAR TWO
The American League East division will play the National League Central division. The American League Central division will play the National League West division. The American League West division will play the National League East division.2.02.01.03 - YEAR THREE
The American League East division will play the National League West division. The American League Central division will play the National League East. The American League West division will play the National League Central division.2.02.02 - SCHEDULE BREAKDOWN (PRIOR TO 2008)
Each team will play 22 games versus teams in their division, 6 games versus each team in their respective league outside of their division, and 4 games versus each team in the opposite league. The schedule will be made up each year depending on what place your team finishes in your division. Each division will start the season playing team within their division.
2.03 - PLAYING THE GAME
Net-Play is required for all games.
2.04 - STADIUMS
Stadiums assigned to the teams in real life will be assigned to the same teams in our league.
2.05 - DESIGNATED HITTER
The Designated Hitter will be used in the American League only. It will not be used in National League ballparks. In the event of Inter-League play it will only be used in the American League Ballparks. This same will be applied to the World Series.
2.06 - HOME RUN ROBBING RULE
The Home Runs robbing rule of Strat-O-Matic will used in this league.
2.07 - TEAM VACANCIES
Any team that becomes vacant will be auto-played until a new owner is found or if the league appoints an interim owner. Managers may play with this team only if their original team is in the other league and the commissioner approves him. Managers may only switch teams after the season has concluded or he came into the season after the season has started. The Commissioner and the League Presidents must approve all movement. There will also be additional rules for teams without GMs further down in the Constitution.
2.08 - MOVING TO AN OPEN FRANCHISE
A GM in the TWSL can put a claim on any OPEN franchise. The Commissioner's Office will determine if the requesting franchise may move or not. A claim must be submitted with a written letter to the league explaining why you feel the change should be made. If a claim is approved, the GM will move its organization to the home of the new MLB team. The team will now play in the stadium of the team its has relocated too. Once a claim is approved it cannot be revoked. The commissioner of the TWSL reserves the right to realign teams as needed to keep division/conference alignment as close as possible to the actual MLB structure. The commissioner will ask for GMs to volunteer if needed to make any necessary alignment switch. If there are no volunteers then the commissioner will make a final decision. Any request and grant for a move must be completed before the requesting franchise can make any trades. If the request is made during a season, and before the trade deadline of that season, that franchise may still complete transactions as per league rules.
2.09 - BOX SCORES
All boxes scores and game-files must be sent to the files-group page for the use of the Opponent and the Commissioner.
2.10 - BLOCK PROCESS (OBSELETE RULE. WILL BE REMOVED AFTER 2008)
This system will be put in place to avoid problems and to have a process in place. This league is basically a net-play league that relies heavily on people showing up to play games and good communication between Managers. Most of us play all are games via net-play and most people are great about times they can play. A few bad apples can wreck the bunch though. With this system we can avoid problems with tardiness/or not showing up at all and just giving accountability to everyone that shows up every time to play. The system is not going to be used as a threat to people; it is going to be put in place just so we have guidelines. If people can't net-play or have reasons, or a need for the CM to play, this will penalize you for that as long as we all communicate things to one another.
2.11 - PLAYING GAMES IN ORDER
Games within a block may be played out of order with the approval of the Commissioner or League Official, but we will try and keep it in order. With the schedule you will see how easy it will be to keep things in order. Days off will be given with in the schedule. Starting pitchers must pitch in the order that was given when the CM was handed in. If a change is wanted the commissioner must be notified. If a starting pitcher pitches without proper rest that team will receive a warning. The second time a pitcher will be suspended for a block.
2.12 - THE STEP BY STEP BLOCK PROCESS
Each block of the regular season will follow this process.
2.12.01 - LEAGUE RESTORE FILE POSTED
The Commissioner sends out the league restore file. Games are not played as of yet. Each team must create their team's Computer Manager for the Block.2.12.02 - COMPUTER MANAGER DEADLINE
CMs will need to be sent to the commissioner with three days. The deadline time will be 11:59 PM EDT of day three. If the commissioner isn't notified of a reason for delays, the previous CM will be used with the commissioner making any changes needed due to trades and pitching rotation.2.12.03 - PLAYBALL FILE
Play ball files (with all the CMs in it) will be sent by the commissioner and he will notify you of when the game files of this block are due.2.12.04 - CONTACTING OTHER TEAMS TO PLAY GAMES
All visiting teams will be responsible for sending out an e-mail to the teams they will be playing in this particular block. The visiting team will CC the commissioner as well. The e-mail should include what teams they play and what days they are available in the e-mail. You will receive one warning if the home team does not receive e-mail within two days of the game files being sent out. After the 1st warning and the commissioner isn't notified of a family emergency, vacation, or something that will not allow you to make the deadline the other team may be allowed to play the CM or the games will be auto-played.2.12.04.01 - EXAMPLE
I play ANA, DET this block. I'm available Thurs after 5pm and all weekend. Let me know your availability this block.2.12.05 - RESPONDING TO OTHER TEAMS E-MAIL
All home teams will respond to the visitors with their availability and CC the commissioner. If the home team does not send back an e-mail with two days of the getting the visiting teams e-mail or the commissioner isn't notified of a family emergency, vacation, or something that will not allow you to make the deadlines a warning will be given out.2.12.06 - PLAY GAMES
The times of the game agreed upon will need to be sent the commissioners office. If the two teams agree to a Friday anytime that is fine we don't need definite times if it isn't needed, just something that was agreed upon. If at anytime one team is more than a half hour late without some kind of warning the team waiting may play the games.
2.13 - BLOCK DEADLINES/UNPLAYED GAMES
If times cannot be worked out the commissioner will work on the solution with both teams. It is important to keep up with e-mail and answer messages that are sent to you about playing games. All Files will have to be handed in by the deadline stated when the files were sent out. If this is not done within the time and/or without a reason, the games will be auto played.
3.01 - ANNUAL DRAFT
The Draft order will be determined by the reverse order of records the previous year, with the Leagues Playoff teams in the order they finished and it will be a straight draft. Teams with the same record will decide draft order with these tie-breakers:
3.02 - DRAFT POOL (PLAYERS AVAILABLE)
Players available in the draft will be any player that either has a card or a player that has had 1 MLB appearance in a regular season game or playoff game in the season prior to the draft. Draft dates for the annual draft each year will be determined each year by late January. The Draft will be conducted via E-Mail, AOL Instant Messenger, and the use of an internet draft system.
3.03 - PROTECTING PLAYERS
Each team will get to protect 20 players prior to the draft.
3.04 - PROTECTING PLAYERS IN AN EXPANSION SEASON
If expansion occurs a new protection system will be announced for that year.
3.05 - THE DRAFT
The draft will consist of a Lottery for the bottom 8 teams.
3.05.01 - DRAFT LOTTERY
This will determine the pick 1-8 for those teams. The two worst teams will have 2 opportunities to get the #1 pick while everyone else will receive one. The lottery will be held for the first overall pick only. All others will pick in order of reverse finish of the previous season’s standings as prescribed above under the Annual Draft heading.
2009 Draft and Beyond
Round 1 – These picks may not be traded. (60 minutes per pick)
Rounds 2 through 11 – These picks may be traded up to one year ahead of the current draft. For example beginning with the start of the 2008 draft, 2009 picks may be traded. (30 minutes per pick)
Round 12 through the end of the draft – These picks may not be traded. (30 minutes per pick)
Draft will be held and timed using the StratDraft.com Web site. Donations for the subscription to the Web site may be made on the TWSL League Web site.
4.01 - ROSTERS
Rosters may never exceed 35 players. This includes off-season rosters as well. During any series, teams may activate up to 25 players. Rosters will expand to 35 players on a date determined by the league. This is to ensure that a realistic date is selected each season. The 25-man roster can be changed between series only. A 35-man roster may only change between blocks.
4.02 - MINIMUM ACTIVE ROSTER REQUIREMENTS
All teams must have at least 4 pitchers with the ability to start at all times, 2 catchers, 2 1b, 2 2b, 2 SS, 2 3b, 4 OF's. Utility players count as being one player at each rated position.
4.02.01 - Example
Player A is rated at 2B, SS and an OF position. He counts at each position he is rated at. Teams must carry at least four pitchers with the possibility of starting a game. If this is not done you may be forced to replay the game.
NOTE: Teams will receive one mistake warning for not having the proper backups on the active roster. Any repeat offenses will result in a forfeit at the Commissioner’s discretion.
4.03 - PITCHING RULES
A pitcher must have a Starter Rating in order to start in this league. A starting pitcher may pitch in relief only if that pitcher is also rated as a reliever. A pitcher may not start and relieve in the same series. Starting pitchers must be given the proper rest. If this isn't followed the rule will be as follows. If a team schedules a pitcher to start a game in a given block that pitcher must remain on that team’s active 25 man roster for the duration of that block. A pitcher may miss a scheduled start only if that pitcher no longer has the minimum number of innings required to start a game (5 innings).
4.03.01 - CHANGING YOUR STARTING PITCHER
The league recognizes that a franchise may make an error and schedule a pitcher to start a game without that pitcher having enough innings left in order to be eligible to start that game. In such cases, the game may not be played until the commissioner is notified of the situation. The franchise that has committed the error will request from the commissioner’s office that an allowance be made for a substitute pitcher, who is eligible to pitch, to start the game in question. The Commissioner’s office will make the final decision concerning which substitute pitcher will be allowed to start the game. If a team does not have any substitute pitchers on the 35 man roster the commissioner’s office may select a pitcher off the free agency list to pitch the game.
4.04 - STARTING PITCHER WITHOUT PROPER REST PENALTIES
4.04.01 - FIRST OCCURRENCE
If a starting pitcher pitches without the required rest he will be suspended for 5 games. Plus the manager will be issued a warning.4.04.02 - SECOND OCCURRENCE
If the team that has been warned once, another occurrence will result in that pitcher being suspended for 15 games. The 15 games will be carried over into any post-season dates as well as the following regular season if that player remains with that team.4.04.03 - THIRD OCCURRENCE
A third occurrence will result in a 30 game suspension carrying over into post-season as well as regular season if that that player remains with that team.
NOTE: It must be understood that an owner may be able to manipulate these rules in such a way as to gain an advantage during the season. Such an action violates the integrity of the league and may be investigated by the Commissioner at any time. The Commissioner has the right to make a ruling beyond the constraints of the above rule if he feels the integrity of the league has been compromised
4.05 - PLAYER RULES
Players may play positions not listed on card after 8th inning on if no other player on bench qualifies for that position. 25 man rosters must have a backup at every position. Players that are rated at more than 1 position may be counted as backup at more than 1 position. Try to be realistic about players out of position. Don't use a Mo Vaughn type at SS or catcher. You should only do this in emergency. For example bottom 9th and down a run you may pinch hit for your week hitting 3B even though you don't have a true 3B left on your bench. If you run out of 3B try to use a 2B or SS there.
4.05.01 - POSITION PLAYER PITCHERS
Position players may pitch in the 8th inning or later if your team is trailing by 10 or more runs or if you pinch-hit for your last available pitcher. No position player may pitch more than 1 game for a team per season. Please try not to overuse this rule. If a player does pitch in more than 1 game for the same team that player will be suspended for the rest of season including playoffs so please very careful. You should only be doing this if you are out of pitchers.
4.06 - MINIMUM PA & MINIMUM IP
Position players need a Minimum PA's count of at least 50 before the 10% has been added or have appeared in 50 games. Pitchers need a Minimum IP of 20 IP before the 10% has been added or appeared in 40 games. After the 10% is added the number would look like this: 55 PA's and 22 IP. These players maybe on the roster but may not play in games.
4.06.01 - Cody Ransom Clause (NEW 2010)
If a team uses a player that does not meet the minimal requirements listed in 4.06 above, that player will be removed from that team immediately. Player will be placed in the free agent pool for the next draft the following season.
4.07 - PITCHER USAGE
All pitchers are limited to 110% of their actual innings Pitched. Starting pitchers can start one game per series in the regular season. The starting pitcher must pitch either 4 complete innings, surrender 3 runs, or become fatigued before he may be removed from the game. The 110% will be set in the league stats in order to make it easier to follow during the season. A split role pitcher may not start in a series he relieved in and may not relieve in a series in which he started.
NOTE: The schedule will have days off built in to it. Those are the only days off teams will have. Pitchers will have to be rested by their teams. At no time can any days off be given unless it is a scheduled day off.
4.08 - BATTER USAGE
Hitters will be limited to 110% of their actual PA's (AB+BB). Players with 140 games played or 600 or more PA's are unlimited. Unlimited players must have one of the two conditions met before the 10% is added by the league. The 110% will be pre-set in the league statistics in order to make it easier to follow during the season.
4.09 - EXCEEDING PLAYER USAGE (NEW 2009)
In the event that a player is overused by any team, that player shall be ineligible to play any further games during the regular season or the playoffs. If any team over uses more than one player the following penalties will be assessed:
NOTE: A player shall not be considered overused if he exceeds his usage limit during his final game of the season.
4.10 - “SUBSTITUTE MANAGER” RULE
It is understood that extenuating circumstances may require a substitute manager to assume the role of the manager for a franchise. It is also expected that specific instructions will be given to the sub manager or league office, by the absent owner, If the franchise owner is unable to continue functioning for some reason. This would be to ensure that an effort was made to reduce the potential for overuse. Nonetheless, errors may occur despite the best efforts of the owner to eliminate overuse. Such errors, in the interest of the league, still cannot be ignored. While it may be unfortunate to have such errors occur, the franchise is still held accountable for its actions in league play. Therefore, any overuse committed, even if by mistake, a sub manager or even auto-play will assume the same penalty as if committed by the owner.
4.11 - ADDITIONAL
If a reliever or batter is in a game and came into the game with without out being over used he may finish the game without penalty.
4.12 - OUTFIELDERS RULES
If a player is rated to play any one OF position he is eligible to play any of the 3 OF positions with the Strat-O-Matic reduction rule in effect.
4.13 - NON/CARDED PLAYERS & NON-COMPUTER/CARDED PLAYERS
These players will not be available during the season to be picked up during the year. They may be drafted during the annual draft as long as they have been in the Major Leagues for at least one appearance at the plate, on the bases in the field or on the mound.
NOTE: Un carded players will not be available in the draft or to be able to play.
4.14 - INJURIES
This league will not use injuries
5.01 - PLAYOFF FORMAT
Three division winners and two wild cards from each league will make the playoffs. All playoff series are 7 game series. All series are 2-3-2 format with higher seeded team opening at home. Wild card can gain home field advantage only against another wild card. The six division winning teams always make the playoffs, as well as 4 Wild Card teams. The Wild Card teams in each league will be the teams with the best record after the division winners.
5.01.01 - TEAMS WITH THE SAME RECORD
If there is a tie between two or more teams for a division title we will follow the tiebreaker methodology listed in the Annual Draft Rules section above, unless the tie occurs between two teams where one team will not make the playoffs after a tiebreaker; then a one game playoff will be held the first day after the regular season ends to determine which team will make the playoffs.5.01.02 - ONE GAME PLAYOFF RULES
If there is a tie to determine a team making the playoffs, there will be a 1 game tiebreaker. This one game playoff is an extension of the regular season and subject to regular season usage rules. Starting pitchers must be properly rested.
NOTE: Not to put to fine a point on it, but this one game playoff is actually game number 163.
5.02 - PLAYOFF ELIGIBILITY
Starting pitchers with less than 10 GS are ineligible to start. Relief pitchers with less then 20 IP or 20 appearances are ineligible to pitch. Position players with less than 50 AB's are ineligible to participate in any playoff game and are not permitted on any team's 25 man active playoff roster.
5.03 - PLAYOFF USAGE
5.03.01 - STARTING PITCHERS
Starters can pitch 10% of the amount of starts (round down) of his actual MLB total per series. Pitchers with an asterisk (*) can start on 3 days rest. A SP who starts 3 games in one series may only start 2 games in the next, if his team makes it that far.5.03.02 - Starter/Relievers
If a starting pitcher pitches in relief he can start on his 2 days rest as if he started regardless of if he pitched 1/3 or 2 innings and he is not fatigued. If the starter starts two games and relieves 1 he can only start two the next series. A starter may only pitch if tired in the seven game of the World Series and he has 2 days rest and he can only go no more that 2 innings.5.03.03 - Relievers
A RP is limited to 10% (rounded up) of his actual MLB total of IP per series.5.03.04 - Position Players
5.04 – Exceeding Playoff Player Usage
- 51-100AB = 2 AB per series
- 101-150AB = 5 AB per series
- 151-200AB = 10 AB per series
- 201-250AB = 13 AB per series
- 251-300AB = 15 AB per series
- 301-350AB = 18 AB per series
- 351-400AB = 20 AB per series
- 401+AB = Unlimited AB per series
- Add 5 AB per series for catchers
Any player overused during any series will be ineligible for the next series. If a player is overused during the World Series that player will be ineligible for the first block of the next season.
6.01 - TRADING
Players and draft picks may be traded.
6.02 - PLAYER TO BE NAMED LATER TRADES
No "future considerations" trades will be allowed.
6.03 - ALL TRADES SUBJECT TO LEAGUE APPROVAL
The Commissioner or Trade Committee may veto any trade that is deemed to be not in the best interest of the league. Trades are not official until the Commissioner (interim Commissioner) or a league official has approved them. During the season, trades are allowed, but will not take effect until the next break between blocks. Strat-O-Matic has a rule that will not allow a team to surpass 75 players over a season (See Game Limitations earlier in the Constitution for more information on SOM Limitations). Once that threshold has been obtain by your team you will not be allowed to trade, waive or claim a player for the rest of the season.
6.04 - TRADING DRAFT PICKS
Trading of draft picks further than the next TWSL season not permitted. Draft picks of the following season can only start to be traded when the current draft starts.
6.05 - BAN ON TRADING FIRST ROUND DRAFT PICKS
First round draft picks may not ever be traded (see Draft Rules earlier in the Constitution for more information).
6.06 - TRADING FREEZE
A trading freeze will be invoked from the time of a teams last game until one week (seven days) after the World Series. Teams then have until February 1st until they must hand in their proper final rosters for the up coming season.
6.06.01 - TRADING DEADLINE
The trading deadline will be July 1st beginning in 2006. This date goes by the TWSL schedule.6.06.02 - THERE WILL BE NO TRADING AFTER THE DEADLINE
6.07 - ACQUIRING FREE AGENTS
Free agents may be acquired from the Free Agent pool following the draft until the trading deadline. After the deadline FA may only be picked up if usage becomes an issue. For example if a team will run out of Catcher PA's before the end of the season that team will be permitted to acquire a Free Agent to fill the usage need.
6.08 - TRADING FREE AGENTS
Trading of free agents is NOT permitted.
6.09 - Retaining Free Agents
Free agents will not be eligible for roster spots the following year. The players will be sent back to the FA pool at the end of the season. If uneven trades are made a team may pick up a free agent. The free agent will not be eligible for the team’s roster the following year. Teams may pick up free agents between each block. Teams may only pick 7 free agents throughout the regular season. This includes picking guys up after lopsided trades. Free Agents will not be first come first serve. At the end of each block the commissioner or person keeping track of this will list the teams that tried to make a claim on a player. The lowest winning percentage at the end of the block will be able to claim the player.

The Trade Committee the first season will consist of a Trade Committee Chairman, The Commissioner, The two League Presidents, and two Owners of teams from the league, one Al & one NL. The committee will act for the league for trades owners find irrational or detrimental to the leagues over all quality. Owner can notify The Trade Committee of teams trading patterns that seem to be suspicious or suggest teams are working out trades to help one team.
